Former FHA Commissioner Frank Cassidy Returns To Walker & Dunlop
Former HUD housing leader rejoins the firm as senior managing director to advise on FHA and GSE financing
Former Federal Housing Administration Commissioner Frank Cassidy has returned to Walker & Dunlop as a senior managing director after serving as FHA commissioner and assistant secretary for housing at the U.S. Department of Housing and Urban Development.
Cassidy will advise clients on FHA and Government-Sponsored Enterprise financing strategies, working with owners, developers, lenders and investors as they navigate an evolving housing policy and capital markets environment.
His return follows more than a year leading HUD's Office of Housing, where he oversaw the FHA's approximately $2 trillion mortgage insurance portfolio supporting more than eight million homeowners, about 1.5 million renters and nearly 4,000 healthcare facilities nationwide.
During his tenure, HUD lowered all FHA multifamily mortgage insurance premiums to the statutory minimum of 25 basis points, eliminated the Green Mortgage Insurance Premium category and related reporting requirements, simplified several FHA multifamily insurance programs and launched the Section 232 Express Lane initiative to accelerate financing for eligible residential healthcare facilities.
Before joining HUD in April 2025, Cassidy helped grow Walker & Dunlop's FHA lending platform, financing multifamily, affordable housing, seniors housing and healthcare transactions nationwide.

Sheri Thompson, executive vice president and head of affordable housing at Walker & Dunlop, said Cassidy's experience at HUD comes at a time when housing affordability and supply remain central industry challenges.
Walker & Dunlop ranks among the nation's leading FHA lenders. The company said its FHA/HUD platform has closed more than $45 billion across over 2,000 transactions since its inception and has maintained a 99% approval rate since 2021.
